Procedure	Talk to Cygnus in Ereve. You will be teleported to Ellinia. Obtain 1 Hersha's Report by completing the quest [Alliance] Hersha's Report. Obtain 1 Matthias's Report by completing the quest [Alliance] Matthias's Report. Talk to Cygnus again.
