Completed	You can create a Legion when your cumulative level is at least 500 and you have at least 3 Legion-eligible characters. What is Cumulative Level? Your Cumulative Level is the combined level of all your characters in a given world who are Lv. 60+ and have completed the 2nd Job Advancement. If you have 40 or more characters, only 40 of your highest level characters will be counted. However, Zero is a special case. Only your highest level Zero will count.
Procedure	Achieve one of the following: A total level of at least 500 across all characters in their account of a particular world. A character that has reached Level 200 and completed the 5th Job Advancement Talk to Dame Appropriation by clicking on the light-bulb.
