You recognize the Resistance code and realize that the girl Surl is talking about has to be Claudine. Go talk to Claudine and get her advice.
Completed	The Transformation Potion is the Resistance's secret to operating within the city without getting caught.
Procedure	Talk to Surl in Edelstein. Talk to Claudine in Edelstein. Select the following while talking to Claudine: He says he needs to get supplies. The Black Wings are watching him closely.
