Albert was the Council President in Edelstein before the Black Wings took over and installed Anthony as Council President. After Albert was forced out of the Council, the Black Wings kidnapped his daughter Gabrielle to blackmail him into keeping quiet about what's going on in the Council now. He knows that she's being fed since she's still alive, but is afraid of how she is being cared for under the Black Wings.
