Procedure	Talk to Hughes the Fuse in Orbis Tower<Hughes's Laboratory>. You will be teleported to Turban Shell Hill. Obtain 20 Seal Teeth from Sparker. Obtain 20 Seal Skins from Freezer. Talk to Hughes the Fuse again.
