Wandering Blacksmith appears in certain major towns and is used to perform Exceptional Enhancement. The NPC also allows you to extract an enhancement from an equipment at the cost of mesos and one Exceptional Enhancement count for the equipment. Extraction results in an Exceptional Hammer of the corresponding equipment type.
