Mr. Hazard is the former second-in-command of the Shadowdealers and a business partner of the High Flora.

Story

Shadowdealer Warmonger

Mr. Hazard was a powerful crime boss who served as the second-in-command within the Shadowdealer hierarchy. Using his position as a black market mogul, Hazard began gaining power and influence throughout the Shadowdealer network by selling powerful Shadowdealer weapons to warmongers across Grandis, particularly weapons that utilized poison and chemical reagents. In order to obtain these weapons, Hazard developed a working relationship with the Angler Company, from whom he bought schematics and materials to built powerful weapons of mass destruction. Amongst Hazard's clients were the High Flora, whom he sold Vision Bombs: inhuman weapons that released a poison which would painfully kill enemies and allies alike over a widespread area. In addition to selling weapons, Hazard appeared to have undergone experimentation that gave him an edge in combat, boasting a transformation that allowed him to grow several times larger, while also appearing to have Specter markings on his arms. As a result of Hazard's activities, it was said that every place that he touched fell to ruin, with many coming to fear him and his crew.

The Heliogene Device

Soon after Cadena began working as a Shadowdealer, Mr. Hazard called a meeting with the Shadowdealer High Council, which was attended by the Shadowdealer branch leaders, including Gen - the Savage Terminal branch leader. At this meeting, Hazard claimed that he had received news of an imminent attack on Savage Terminal, for which he successfully petitioned the Council to be given leadership over the Savage Terminal branch. Hazard's cronies quickly seized control of the Brawl 'n' Bash Club, which they made into their new base, before demanding tribute from the city residents in the name of 'taxes'. After Cadena and the other branch members began fighting back against Hazard's cronies, Mr. Hazard himself arrived and released a toxic gas that immobilized the group. He reminded them that infighting between Shadowdealers was against the rules and explained that he and Gen had come to an understanding. He decided to overlook their infraction and told them that he would see them again, disappearing soon after. On Hazard's orders, his cronies began kidnapping monsters across Savage Terminal, where they began conducting inhumane experiments with chemical reagents. Soon after, Hazard sent his cronies to obtain a shipment from an Angler Company Lab Tech bot, which contained a document called Report X-9 that detailed the schematics for a new bioweapon called the Heliogene Device, which was capable of destroying Savage Terminal after being built.

After Cadena intercepted the shipment, she and Gen's crew worked together to stop Hazard from completing the weapon. Though Cadena managed to recover most of the materials, Hazard's cronies kidnapped two residents of Savage Terminal - Antuin and his grandson, Anzu - and detailed Gen's team before ordering Cadena to bring the materials to Hazard's hideout. As Gen's crew broke free and fought back, Cadena entered Hazard's lair, where she found Anzu and Antuin hooked up to the Heliogene Device, which was extracting their bioenergy to power the weapon. Just then, Mr. Hazard arrived and demanded that Cadena hand over the rest of the parts. When Cadena refused, Hazard put on a gas mask and told her that he would simply take them by force. He then turned up the Life Force Conductor to drain Antuin and Anzu's lifeforce faster and laughed that once the battery was fully charged, the weapon would be ready and he would be rich. He then suddenly grew much larger and began to fight Cadena. After a vicious battle, Cadena was able to defeat him. She demanded that he leave Savage Terminal immediately, but Hazard merely scoffed at her belief that he had been defeated. He then activated the toxic gas emitters to paralyze her, and as she fell, her emblem of the Nova royal family fell out of her pocket. Mr. Hazard was amused to learn that Cadena was a member of the Nova royal family and told her that the High Flora would love to hear the news that there was still a survivor. He attempted to blackmail her by promising to keep the news to himself if she were to give him the weapon parts, but to his surprise, Cadena merely laughed and got up, explaining that he didn't understand what he had just done. Rather than finding something to hold over her, he had ensured that she would go to any lengths to stop him from telling anyone her secret. She then damaged the Heliogene Device, causing a large explosion that freed Antuin and Anzu. Together, they escaped, with Cadena leaving Mr. Hazard for the Shadowdealer High Council to deal with.

Disappearance

In the aftermath of the battle, Hazard's treachery was laid bare to the Council. Though it was largely believed that Hazard was dealt with by the Council, all information about his whereabouts remained unknown after he had been handed over to Shadowdealer leadership. Despite Hazard's absence, his crew continued attempting to regain their influence on Savage Terminal. After Senya Angler's ship was shot down over Savage Terminal, Maroni - Hazard's adjutant - led the crew into obtaining the Angler Company superweapon, which would boil the waters of Savage Terminal and leave behind a source of pure energy. However, Maroni's mission was thwarted by Cosim, Detective Rave, and Rave's assistant. Following the convergence of Maple World and Grandis, Hazard's branch continued outfitting the High Flora army with armor, weapons, and Vision Bombs, with the battleship Arteria being loaded with Shadowdealer weapons that the Alliance discovered. During the Alliance's investigation of Arteria, Neinheart resolved to look into Mr. Hazard, believing that looking into Hazard's corrupt branch would yield them a clue as to his whereabouts.
