Toolen City is an area in Central Grandis's Savage Terminal region. It is a city that exists on the outskirts of the main town of Savage Terminal under the control of the fearsome Drakas mercenary company. Using powerful weapons known as Malice Stones, the Drakas recruit members by stealing their memories and forcing them to work in order to get them back. Led by the powerful Drakas boss, Luska, the Drakas have overthrown their rivals - the Biter gang - in order to maintain order and control of the city. Kain characters start here upon creation, with their introductory questline centered around uncovering the truth behind the Drakas leadership. Throughout the storyline, Kain slowly recovers his memories and learns about his origins, as well as the man responsible for enslaving him.

This region can be accessed on foot by talking to Tillam in Shaded Dump Site. It is divided into three sections: East Side, West Side, and Drakas Headquarters. While most classes can only access the East Side, West Side 1, and the first 3 maps without any monsters in Drakas Headquarters, Kain characters slowly gain access to each section as they progress through their introductory questline.
